I am going to have a new barrel put on my Barnard. I have 400 Lapua shells fired only 4 times. Do you think that I can reuse them in the new barrel by Small Base them or do I need a new set of shells. New shells have become so expensive.

Just full length resize them, check their OAL and they will be fine.
They will them form to your new set up.

Each time I get a new barrel, I also get 200 new cases. They last the lifetime of the barrel, so cheap in the long run.

If it’s the same reamer and it is chambered properly there should be no issues at all.

Don’t rework your brass more than you have to.
If the shells will fit in your new chamber, just use them
