IMO it has it's place but but may not be enough as a stand alone load development process for fclass given the ranges we shoot.
Dans OCW ensures the load is reasonably accurate and forgiving, but he, himself, states that it may not achieve the smallest groups. With that said the smallest groups at short range don't always translate to smallest (or even acceptable) groups at long range.
It is, however, a good place to start and occasionally is all that is required.
