Between .002 to .003" is the usual amount. If you measure the neck of a loaded round, first try a neck bushing .002" smaller than the neck measurement for your 223.

Are you using a bushing type die? If you are then Redding recommends you measure the outside neck diameter of a loaded round (with calipers), then use a bushing that is 0.002" less. There are a number of other things which affect neck tension, including the degree of work hardening of the brass, and things which alter the friction between inside neck and projectile e.g. ultrasonic cleaning increases friction, molying bullets reduces it. However the Redding instructions are a good starting point. If you're using a different type of die for neck sizing I'll leave it to those with the relevant experience.
