Setting up a Rcbs Flash hole deburring tool

Hi all,
Bought myself a RCBS Flash hole deburring tool to uniform th inside of the flash hole in .308 brass. There is instructions on the wrapper but are fairly sketchy.
I'm assuming that you deprime / size the fired case first. Then trim so all are same length.
At what length do you set the (self locating) pilot stop?
How much is required to be removed, does this determine the pilot stop setting?
This one comes with a handle, But do you leave that off and chuck it in a cordless drill?
I plan to use this with Lapua brass.
