Did they have a graded competition, or was it ungraded? I see that out of the 1st 12 placegetters, only 2 are listed as B Grade.

At this time this OPM, like a lot of others for F Class in NSW, was ungraded. In reality, many of the competitors as you have observed are in "A" grade, however it does not enourage the "B" graders attend.
