Accompanying a QRA board member, I well recall handing the QRA submission in 1996 to the Police Minister of the day, Russell Cooper, to be told that the decision on licensing had already been made & his hands were tied because John Howard was in the driver's seat.

The Queensland Nationals wanted no part of current legislation we have been saddled with for 20 years now.
Howard threatened removal of Federal funding and that was the end of any resistance by Queensland!!!!
