The NRAA is looking into the funding options. I believe the current options are bullet tax for all, (a bit difficult as they don't control the supply all the options) or remove the surcharge and increase membership for all. (With the additional possibility of selling promotional products to boost the income either way).

the bullet tax is one tip of the iceberg of lack of vision and understanding by past nraa managements.
its management from the start was flawed.
another is dwindling membership.
these 2 things are strongly linked to each other, and to management, forming a triangle of necessity for survival.
finance - membership - management.
woven through this is the spectre of promotion.
note that rules and competition are not in this triangle.
they are things that a strong functioning triangle will allow to continue.
we are no longer the darlings of the self defence system of Australia, the 3rd line of defence of the nation financed and managed by the public system.
we are now politically incorrect and in an open market place where we need to sell our product, and are not doing well at it in comparison to other sports and indeed shooting disciplines.
there now seem to be some involved in nraa management who get this, but there is further to go here.
to a degree this needs to come from a change of culture at grass roots level.
