Quick?

Can you use plain old sand bags as your front rest for fopen?

Eg. Callaco bags filled with Sand stacked on top of one another with the rifle bedded down and the use of a std rabbit ear rear bag.. note the rifle could be picked up straight out of bags as bags dont clamp rifle..

Yes, but it could be a challenge to achieve the maximum contact requirement:

20.2.4 An unattached front rest must use either a sandbag or the shooter’s forward hand as the only contact with the rifle. The area of contact between the front bag and the underside of the rifle fore-end may not exceed 76.2mm wide x 76.2mm long. It may have up to 3 spikes which can be pressed into the ground up to 50mm, unless the use of spikes is prohibited by local conditions.

The width wouldn't be an issue - your stock can't be more than 76.2mm wide - but you might find a nitpicker or pedant in the shooting or officiating ranks who might challenge the length of contact if you didn't make some effort to manage it, perhaps by using a hard filled "sausage" as the top bag.

I have been thinking of doing this a the cheap mans front rest just guy the part that this the rest for a big $$ rest and place that on top of the sandbags and your good to go.
