one of our members has a leupold mk4 lr/t scope in 3-10 power. Has anyone had any experience in having a scope boosted and if so, how much, dollar and power wise.

You could go a bulzeye. They are a high quality option and easy.

but the actual magnification is nothing like the x factor they give. more like 30% from what I can glean.
Boosting any scope beyond this is laden with pitfalls and optical issues that I don't fully understand but it is not recommended.

Dave's right. Those Xs are actually percentages, and even then dependent on your eyesight (ie whether or what spectacles you use), so a 30X is a notional 30% boost.
If you go that route, follow the selection procedure that they nominate & even then, email them and ask them if you're heading in the right direction. Back some years now, I used a 40X boost on a Leopold VXIII which was fine until my presbyopia kicked in and reduced my need for correction from 4 something dipotres to 3 something, at which time I could no longer clear the crosshairs.
