No Dave the discussion is on the reliability of ETs and the fact that they are not GOD and that rule 4.5.1.15. Should be applied in these instances, it does say in the rule ( in all probability) and what I have seen in all of the cases with F class shooters is that in all probability they didn't miss and the target was at fault yet they were given a miss
