Converting a Neilsen target rifle to FClass

Hi there, Anybody out there in F Class land that has converted a Neilsen 308 target rifle to F Class.

A friend of mine is interested to move across to F Class and has a Neilsen TR.

Is it possible to drill and tap the action to accept a rail to the top for mounting a scope?

I have done a number of them, I use a Barnard base & drill & tap the action to suit.
